Item was just as described. I have one of these from the factory in my ram and the ball has a channel that it locks into and it can swivel 360. This only has 2 holes, so you have to line it up right when putting the ball in the neck. Not the end of the world, but I like the other design better. That being said these are much better than the flip downs and push and pull downs. I use goosenecks every single day and bought this design to replace the older push-Pull. You do have to buy a bracket kit with this, and I suggest you call Reese directly with the vehicle you want to put this on. They make very vehicle specific brackets. The one I got still needed a little modification to work.
